Abstract
The essay is dedicated to an analysis of the latest proposal for an amendment of the form of government, moving, rather than from the thirty-years debate on the ‘stability’ of governments and on ‘governability’, from the progressive
enlargement of the role of the Presidency of the Republic, which culminated in the unprecedented institution of the re-eligibility of the President in 2013. It qualifies this event as a constitutional change implemented by praxis, outside
any legislative amendment of the Constitution. Stigmatizes the behaviouristic approach to reforms of the last thirty years, borrowed from political sciences (constitutional engineering), starting from the premise that constitutional engineering cannot in any case replace the role of the party system in the real functioning of a form of government.
