Abstract
The idea that the world is facing significant and rapid change is now widespread and the subject of a consolidated debate. This change is characterized by uncertainty, because we do not see the future outcome of the change itself and its government appears difficult: I am not describing anything new, so much so that the reflections around technologies – especially digital ones – and their transformative capacity had already highlighted this trend and the related problems for some time. But to this trend, in the last two years, two boosters of the process itself have been added: the Sars Cov 2 pandemic and the war in Ukraine. These were two phenomena that had an impact on the ongoing change, directly associating it with the issue of security management: both the pandemic and war are direct threats, so the reduction in security is not the accessory result of the increase in uncertainty, but is the direct consequence of those two threats.
