Abstract

[Ita:]In this essay Biancu deals with the themes of sovereignty and democracy starting from Giuseppe Capograssi. The Author approaches three thesis of Capograssi: 1) in democracy, sovereignty belongs to people, but it is “rich of prerequisites”; 2) the most important prerequisite of sovereignty (and democracy) is the “maturity” of people; 3) the State represents an important element of “practical experience”.
