Peruvians in Milan: Subsidiarity the Other Way Round

Abstract

The chapter shows that among Peruvians in Milan the key distinction was between regular and irregular migrants. While the experience of the pandemic for regular Peruvian citizens was substantially similar to that recorded for Italians, the situation of undocumented Peruvians was decidedly more difficult. Furthermore, for both migrants and member of the Italian majority a particularly important role was played by civil society, since the latter frequently supported the state or compensated for the state’s shortcomings.
