Abstract
Community, alternative and popular media diffusion in Argentina and the presence of a legal framework that recognizes them as communicative actors in the media system make that country an emblematic case study to describe the role of civil society organizations in the democratization process of communications. The article analyses the impact of this social demand on the adoption of the Audiovisual Communications Services Act in 2009 and the difficulties faced in a real opening of the media system to new actors during the following years.
