Abstract
Under the tenure of Luigi Gui as Public Education Minister between 1962 and 1968, the education policy of Italy’s centre-left governments – inaugurated by Prime Minister Aldo Moro and based on a vast programme of development of public schools – was fully implemented. The first step was to establish the junior high school, as mandated by the Republican Constitution. It would be compulsory and free for all children aged between eleven and fourteen, and it was designed as to ensure a training level-playing field for all. By doing so, the first true experiment of mass education would also be tantamount to a great-impact social reform
