Abstract
The studies on urban sustainability policies have focused on the
analysis of environmental externalities from other sectoral policies.
On the contrary, rarely (quite never in Italy) the analysis has been
made in the opposite direction, that is in order to understand what are
the externalities and, among others, the socio-economic impacts of
environmental policies. The present paper aims to contribute to this subject. Till now studies have shown that, probably, a 'unique' answer
- a priori truthful does not exist, but the effects of every policy
need to be analyzed on the basis of the different contexts. With
this background, the introduction of urban road pricing schemes is
studied (i.e. the pollution charge) in order to evaluate, not only the
environmental effects, but also the socio-economic impacts. Among
these, the equity effects and the redistributive effects of environmental
policies are carefully evaluated, that is, trying to understand the
way ongoing policies affect different groups, above all income
groups.
