L'assistenza tecnica alle PMI in Sud America: analisi critica del Progetto CERPYME in Argentina (2000-2003) alla lice dei metodi di valutazione dell'aiuto pubblico allo sviluppo

The paper addresses the CERPYME Project, a plan of european cooperation project with Argentine Republic in 2000 - 2003 financed by European Union and The Argentine Republic. The aim of this cooperation project was to increase the competitiveness of the Argentinean SME both domestically and as to the international market. The project envisaged the increase of the technological and managerial competences of the enterprises involved, through the transfer of the European experience and know how. The present analysis evaluates in a critical way the management of the project, the consistency with the declared objects, results and the European evaluation methodology of the project. In order to obtain the admittance to the project documents, according to Regulation EC n. 1049/2001, the author had to apply to Commission DG AIDCO for accessing the documents, wich were released only incompletely. The analysis of the Project based on its documents is preceded by an exam of the European cooperation legal instruments, and by an analysis of European regulation regarding public access to European Parliament, Council and Commission documents. The Project is then examined in the light of the OECD Developement Assistance Committe guidelines on evaluation of quality standard as well on the basis of the guidelines of the Europeaid Office of the European Commission on the same subject. It is possible to conclude that the documents provided [they not completely coincide with the documents requested under Reg. n. 1049/2001] by the EU Commission and their content do not respect the DAC standard and do not allow a full evaluation of the Project management and results.
