Abstract
This paper focuses on the Corruption Prevention and Transparency Officer and on its pivotal role in the “Prevention through Organisation” as stated by law no. 190/2012. Although recent developments show improvement in the application of the system, foundamental issues remain unsolved. More specifically the criteria for attributing liability, the specific attributes of the Officers in the context of private entities under public control and the relationship with the National Anti-Corruption Authorithy (ANAC) remain problematic. Moreover, financial resources and specfic training of the Officers are still inadeguate.
