Abstract
The paper analyzes the social and health system of 12 Italian regions, highlighting the dynamics of multilevel governance. The legislation introduced in the last ten years have in fact created a very different condition on the whole Italian territory, with diversified systems also within them. The logic of governance allows to identify what are the key players in the system, which forms the central control on the territory and what the level of autonomy.
