Abstract
This book reconstructs the historical process that transformed the Municipality of Milan from the system of the institutions of the pre-revolutionary Habsburg era to the offices of the modern local government. During the Italian Republic and the Napoleonic Kingdom of Italy, a radical reform of state institutions and local power structures took place, according to the new revolutionary principles of legal and fiscal equality. The Municipality structure of Milan is analyzed both in the social composition of its organs - Municipal Administration, City Council and Mayor (Podestà) - and in the practical dynamics of the bureaucratic machine. Between weak sympathy and disguised resistance to the Napoleonic regime, the local governing class succeeded in developing an administrative action on Milanese society using two main tools: taxation and budget.
