Abstract
The paper draws inspiration from the analysis of the criminal proceedings about the spread of Covid-19 epidemic in Val Seriana in order to make a general reflection about the lack of effec-tiveness shown by criminal law in handling legal and social consequences arising from major dis-aster, where individual responsibilities are hardly ascertained, while victims need answers. Con-sidering the limits of criminal law, the author hopes for the use of different tools, for example re-storative justice, even if it can be jeopardized by the criticalities that affect the Italian newly passed legislation.
