Abstract
This contribution is about the relationship between new technology of communication and Europe building processes. It illustrates the different ways in which new tecchnologies can empower and improve the dialogue between european institutions and organized civil society. It offers also a synthesis of the main EU Policies about information society and a semio-pragmatic analysis of the EU web portal
