In light of the\r\nlegality of the measure and the two different models of commissioners identified (the former ‘procedural’, the latter ‘derogatory’), the report figures out the most recent updates.\r\nMoving from the view of managing emergency measures, the commissioners become a\r\nnew management tool useful for solving complex procedures and inefficiencies, or kind\r\nof project manager with special powers for extraordinary situations. This new role developed within the public sector led to explore such commissioners from a different prudential point of view, in order to guarantee the legality of the system and increase relative efficiency
