Abstract
The measures of the NRRP do not impact on traditional areas
such as the autonomy of educational institutions, the distribution
of state−region competences or the evaluation of the
education system. Instead, they promote the school system
as an essential public service, as well as its effectiveness, understood
in an innovative way, however, not only as the actual
realisation of institutional results but above all as the adequacy
of the services to meet the educational needs of the relevant
social, cultural and economic context. While the overall strategy
is commendable, there are critical issues concerning the
functionality of the interventions and their ability to solve the
difficulties of the health situation in the near future.
