Abstract
The article discusses the existing links between evaluation, Public Administrations and citizens exploring the main characterstics of these links and what lies behind every single pole of the triangle. Going deeper into these concepts implies not to reduce evaluation to its technical-methodological dimension but to fully assume the role played in the relationship by Public Administrations as organisations and by citizens in their various and heterogeneous profiles and configurations.
