Abstract
Diplomacy is one of the aspects that highlight the difficulty of reconciling federal and local governments within federations. An interesting example is the Arcadian League between 366 and 362: a period of serious crisis due to the rivalry between the democratic Tegea, which relied on Thebes, and Mantinea, which had an oligarchic orientation and relied on Athens, which as allied with Sparta at this time.
