Abstract
In Italy there is a longstanding tradition of social dialogue in social policy mak-ing at local level, which has led the trade unions to develop their capability for agency in a broader range of issues and policy fields and strive to gain social and political legitimacy. Social dialogue is now evolving as far as it aims to design and implement innovative policies and programs intended to tackle the so-called new social risks and meet particular needs of citizens. Against this background, this manuscript draws on both a non-representative sample of agreements on so-cial policy issues gathered in an archive held by Cisl and on the evidence collect-ed through case-study research to investigate how social policy making at local level and the local welfare system have evolved in the past few years.
