Abstract
A paradigm shift is underway in the relationship between public administration and civil society organizations. After the season of "New Public Management," the logic of "New Public Governance" is emerging, which aims to achieve greater pluralism by betting on collaboration and trust. The logics of shared administration fully recover the principle of subsidiarity, a fundamental element of the social doctrine, through innovative ways such as co-programming and co-design, particularly in the area of territorial welfare.
