Abstract
Up to now, discussion on SGD has been mostly focussed on setting targets both ambitious and realistic, and devising appropriate indicators; which is necessary, but not sufficient. Setting a given target spurs policy making aimed at meeting that indicator, in a circular process that may or may not be conducive to reaching the desired goal in their broader significance , depending on the soundness of target . Re-thinking the MDG process and outcomes may provide useful learning about how to specify and implement the new SDG.
