Abstract

[Autom. eng. transl.] The contribution reconstructs the brief but intense experience of the Milanese deputy Vittorino Colombo at the head of the Ministry of Health. In the few months in which he held the Ministry, the political representative signed a decree-law to cover up the enormous debt accumulated by the mutual system towards hospitals. This provision, launched in July 1974, was followed by the presentation, in August 1974, of a draft law establishing the National Health Service. The parliamentary events prevented the discussion of this reform proposal, but its recovery is beyond doubt, like that of the previously mentioned decree. Starting from the legislative framework drawn up in them, in fact, the health reform was approved, approved with the law of 23 December 1978, n. 833 of Minister Tina Anselmi.
