Abstract

[Autom. eng. transl.] INTRODUCTION: Organizational aspects influence the behavior of healthcare professionals and managers and help overcome barriers in implementing new technologies in healthcare. However, the organizational domain is often underrepresented or absent in Health Technology Assessment (HTA) reports. This study explored the organizational assessment in HTA for the construction of a new framework for application experiences in light of the comparison with EUnetHTA's CoreModel 3.0. MATERIALS AND METHODS: Complete HTA reports were extracted in the literature and on the websites of members of the International Network of Agencies for HTA, and the organizational aspect was analyzed within them. The results were compared with a 5 domain model and 15 subdomains of the CoreModel. An analysis of multiple correspondences allowed to evaluate the power of the CoreModel and identify new common domains to guide the organizational impact in the HTA reports. RESULTS: The organizational analysis in the reports was heterogeneous, with this aspect less represented than the others. The organizational domains and subdomains of the CoreModel were not homogeneously expressed in the organizational analysis (representativeness from 19 to 62%). Through a statistical regression a new framework was developed, based on new composite indicators. CONCLUSIONS: This study analyzed the relevance of organizational analysis in the scientific literature and the challenges in promoting a global approach to this issue. Based on current research, we have proposed a new methodology to analyze the most relevant aspects of organizational analysis according to new domains, with a more homogeneous and decontextualized approach, in order to encourage health professionals to develop organizational analysis and meet needs of future research in HTA.
