USO DELLA SIMULAZIONE PER IL DIMENSIONAMENTO DEI SERVIZI DI EMERGENZA-URGENZA SU SCALA TERRITORIALE PROVINCIALE

[Autom. eng. transl.] The measurement of the efficiency levels of the health services offer has always aroused attention from the State for its particular relevance in terms of effects on the health conditions of the population, but also for the considerable commitment of public resources necessary for assistance health. The social and economic specificities of the health service impose a high level of analytical rigor with regard to the evaluation, on the one hand, of the tendential trend of collective needs, on the other, of the capacity of the service to respond to the real need of the demand in the its territorial articulation. The emergency-urgency constitutes a particular segment of the supply of health services that is characterized by the high complexity caused by the randomness of the events and by the strong spatial interaction between the place of origin of the demand and the place where it is possible to deliver the related service. If the supply is to take place in a territorial context characterized by a heterogeneous morphology (mountain and hilly) such as that of the Sicily Region, the degree of complexity that is encountered in the design and management of the service itself is evident. In this context, the present work aims to illustrate a model for optimizing the location and level of provision of services in consideration of the territorial variables (distances and ways of communication, etc.) and social (population, economic activities, etc.) .
