Abstract

[Autom. eng. transl.] The intervention of the state in the economy through the instrument of state-owned enterprises (PPSS) was born to revive the fortunes of the country after the serious crisis of 1929-1932 which affected the majority of national industrial and credit enterprises. Soon, however, it became clear that the temporary nature of the intervention, which materialized with the establishment of IRI, would become definitive mainly due to the weakness of the private initiative as well as the lack of risk capital necessary for development of our industrial system. The PPSS have played a driving role in the industrial development of the country, constituting for a certain period one of the strengths of the industrial system and contributing to economic growth both from a qualitative and quantitative point of view through investments intended to enhance strategic sectors in which the commitment private individual was insufficient or blocked by the existence of non-competitive structures; the creation and accumulation of resources that have accelerated the industrialization process and the localization of industrial initiatives in depressed areas avoided by individuals to try to eliminate territorial imbalances. At the same time, the state has provided the system with some of its best prepared grand commis, from Menichella to Beneduce, from Sinigaglia to Mattei, talented men, purebred entrepreneurs, who have strengthened the modest patrol of the "commanders" available to them. The work focuses on the strategies followed by state-owned enterprises in the field of energy sources and in particular on the entry of ANIC into the fertilizer market, this analysis will be preceded by the description of the Italian situation in the hydrocarbon market, a situation that led to the decision to establish a state body to protect national interests in this sector.
