Una ricerca partecipata alla luce del FamILens per l’innovazione delle politiche e degli interventi della Regione Lombardia

[Autom. eng. transl.] The contribution presents an action research (2020-22) carried out by the University Center for Studies and Research on the Family of the Catholic University of Milan and commissioned by the General Family Directorate of the Lombardy Region, in coherence with the ESF "Inclusion" Program 2014-2020 and with the PNRR which provides for the diffusion of Community Houses and completed Integrated Territorial Systems. After a critical analysis of the strengths and weaknesses of Lombard family policies, in the light of FamILens.COM (a model for the analysis of the family and community impact of policies and practices [1,2,3], updated precisely to purposes of this project) some reform trajectories of law 23/99 have been identified. The Delphi method was used which stimulated critical and analytical reflection on the quality of the offer and the impact that the different policies have on the daily lives of families. 50 individuals from the public, associations and the corporate and trade union world participated through 3 online questionnaires. In the second phase of the project, two parallel paths of organizational change were started: 1) one relating to the development of the Guidelines for Family Centres, in a co-planning process aimed at identifying shared indicators for evaluation ; 2) a second path relating to the joint definition of network protocols for the accompaniment and inclusion of families with disabled people who are beneficiaries of DAMA (Disabled Advanced Mediacal Assistance). This bottom up planning has oriented the processes of change with a view to greater integration, identifying new ways of networking to respond to interconnected needs, stimulating governance to overcome sectoralisations and to redefine the skills of the various local actors.
