Abstract

[Autom. eng. transl.] The work is part of a wide-ranging research born from the idea of writing a charter / statute for Valtellina from which the not only cultural, but also legal, though not institutional, identity of this territory could emerge. Within this framework, the figure of the BIM Consortium of the Adda and the Chamber of Commerce was analyzed, trying to draw from the examination of these figures representing functional autonomy the vertical and horizontal dimension of the principle of subsidiarity as recognized at the constitutional level. To this end, the connection tools between local authorities, social realities and functional autonomy present in the Legislative Decree n. 267/2000.
