Abstract
[Autom. eng. transl.] The essay analyzes two factors that have prevented Italy from benefiting from market opening and competition. First, Italy has not been able to adapt its social insurance institutions to the new context and this has given rise to a social spread of risk that has been the source of perverse incentives for growth. Secondly, the opening to the market has been linked more than necessary to the single European market project, with the consequence that the difficulties encountered by this project have heavily affected the effectiveness of the reforms. Moreover, the two factors acted interdependently: the difficulty of effectively composing the market and institutions of social insurance in the European area was one of the main reasons for the failure of the Single Market
