Abstract

[Autom. eng. transl.] Today's crisis is otherwise attributable to "excessive borrowing", whether public or private. But this already appears at the time of Ricardo, and in the last two centuries it has so often resulted from the analyzes of economists. The novelty today is that an excessive debt (initially more private and then more public) has matured within an "incomplete monetary area", that is not yet characterized by political union and therefore by budgetary and growth policies (growth remains a "national good", and has not become a "common good". The crisis is destined not to be resolved in the current institutional context.
