Abstract
[Autom. eng. transl.] The aging of the population and the differentiation of needs related to elderly life are elements
critical issues for welfare interventions at the local level. This contribution introduces the concept of fragility, in its bio-psycho-social dimension, in relation to elderly life and therefore to the needs that emerge from the aging process. National, regional and local expenditures for services to the elderly population are then analyzed, distinguishing between services aimed at elderly frailty (flexible, fragmented and subsidiary) and services aimed at the elderly population as a whole (standard, structural and centralized). The analysis allows us to bring out the strong inequalities that characterize our territory.
