Abstract

[Autom. eng. transl.] The Civil Service has not yet been conceptualized and clearly defined either nationally or internationally (Ambrosini, et al. 2008; McBride et al. 2003; Mc Bride et al. 2004 a, b, c). Few are the rigorous researches carried out in this regard and even less are international comparisons (Perry and Imperial, 2001). The debate is also lively at the international level because the Civil Service is a subject of study and a recent institution in all countries. McBride, Lombe, Tang, Sherraden, Benitez (2003, p.1) among the most well-known scholars of civil service at international level do not hesitate to define it as "a recent development in the voluntary sector". Well-known volunteer scholars (such as Cnaan, Handy, Wadswort, 1996) or social science experts (for example, Brown, 1999) believe instead that due to the compensation, even if small, the Civil Service should not be considered a form of volunteering, an action that qualifies itself for its gratuitousness.
