Abstract
The paper is devoted to the drafting of art. 285 of Part III, Title III, Chapter V of the Constitutional Treaty drafted by the European Convention and approved by the Intergovernmental Conference. The contents are analysed in the general framework of the debate about the future of the cooperation between the public administrations of the Member States of the European Union between themselves and with the administartion of the Common European Institutions. Specific attention is devoted to the issues related to EAS and EIPA
