[Autom. eng. transl.] Non-scheduled passenger transport services (Tpnl) have been involved in the ICT revolution. But the regulation is still directed to the past and, in Italy, it seems very difficult to choose a path of change that extends the advantages of new technologies to all operators (even the old ones), redefining the constraints and obligations. Any attempt to reform the sector must provide for ways to guarantee compensation, appropriately graduated, for the loss of value of the licenses that taxi drivers suffer due to the entry of new operators, without however putting the cost to the community.
