Abstract
The article proposes some considerations concerning training, guidance and employment policies and interventions implemented in Italy in the last 15 years. Very different and territorially differentiated policies and interventions have been announced in that period but a lot less has been fully implemented. A critical analysis of the concept of "implementation" is presented and discussed with a specific focus on the targeting of interventions and their unintended (at least officially) effects.
