Abstract
[Autom. eng. transl.] The author criticizes the interpretation of art. 1, co. 2, l. 24 November 1981 n. 689 adopted by doctrine and jurisprudence, according to which - by virtue of this provision - not only is it not possible to apply an administrative sanctioning rule to facts committed before its entry into force (a rule that can already be deduced from art. 1, co. 1), but also in the sense that the most favorable provisions do not apply to the author of administrative offenses.
