Abstract
[Autom. eng. transl.] The author begins by listing some "stylized facts" concerning the evolution of the unemployment rate in the industrialized countries and in particular Italy. He continues with a description of his basic economics beliefs. The following elaborates some scenarios for a structural dynamic based on three sectors and with a staged development process. It describes the task of the institutions and concludes with critical remarks and constructive proposals.
