Abstract
The COVID-19pandemichaschallengedhealthcaresystemsworldwide.Uncertainty of
transmission, limitations of physical healthcare system infrastructure and supplies, and
workforce shortages require the dynamic adaption of resource deployment to manager ap-
idly evolving care demands, ideally based on real-time data for the entire population. More-
over, shutting down the traditional face-to-facecareinfrastructurerequirestherapid
deploymentofvirtualhealthcareoptionstoavoidthecollapseofhealthorganizations
(Baumgart,2020).
HealthcareisrespondingtotheCOVID-19 pandemic through the fast adoption of digital
