Abstract

[Autom. eng. transl.] The term smart city today identifies first and foremost the entire civil society, with its need to undertake virtuous practices and generate good relationships. There are many definitions of smart cities developed over the years, beyond the different meanings they emphasize, the essay aims to highlight how, above all in Italy, attention has shifted from technological aspects to aspects of innovation / social inclusion , emphasizing those that are the positive thrusts from the bottom that feed and animate the smartness of a city. To give life to a smart city it is necessary to share a culture of life and common goods, combining technological innovation and social inclusion, the urban system and the formation of human capital that allows a shared planning that supports in an integrated way economics and welfare, governance and participation , energy and mobility, environment and education.
