Abstract

[Autom. eng. transl.] 1. The Strategic Lawsuits Against Public Participation (SLAPPs), or gag actions, in the Action Plan for European Democracy presented by the Commission. - 2. The fight against gag actions as a guarantee of the effective expression of freedom of expression and participation in public debate. - 3. The special dissuasive efficacy of SLAPPs in situations with elements of internationality. - 4. The possible strategies of the Union: material and procedural harmonization. - 5. (Continued) The review of the rules on jurisdiction. - 6. (Continued) The adoption of uniform conflict-of-law rules regarding the infringement of personality rights. - 7. Advantages opened by an integrated action that combines judicial cooperation measures and approximation of laws. - 8. Criticality of the described combined action. - 9. Concluding remarks.
