Abstract
[Autom. eng. transl.] This work is divided into two parts. The first part traces the liberalization design of local public services in Italy starting from the Nineties, to compare it with the outcome of the 2011 referendum and the main argument of its promoters, namely the use of the notion of common goods with reference to local public services. The second part is part of the debate launched in other essays of this volume (Denozza; Mori; Ranci; Sacconi) and analyzes the contribution that the governance model of a cooperative user enterprise can make to the offer of local public services, in particularly when the latter are given the characteristic of common goods.
