Abstract
[Autom. eng. transl.] Public health experts do not speak to be right afterwards, they study to address critical conditions for the health of citizens and better organize the structures that have to deal with them.
Two decisive elements weigh on this gap: the relationship between science and politics and the existence of a public health and social system.
Today we are experiencing the worst crisis since World War II and, in any crisis, leaders have two equally important responsibilities: solving the immediate problem and preventing it from happening again. The Covid-19 pandemic is one example. We need to save lives now while improving the way we respond to epidemics in general. The first point is more urgent, but the second has crucial long-term consequences.
As for health, there is no doubt that some elements feed or damage health and that public intervention is indispensable and decisive. Michael Marmot has summarized them into 6 categories: conditions related to birth and early childhood, education, work, social conditions of the elderly, a range of community elements such as transport, housing, security and, across the board, what he calls "equity", which is equivalent to a sufficient redistribution of wealth and income to guarantee the social and economic security of the populations.
These elements are the basis of our Constitution and, albeit with alternating vicissitudes and different effectiveness, most of the Italian Governments have so far tried to guarantee them, but all the more reason this must be valid for the future and in the book we will analyze the principles and methods through which guaranteeing our country a "prosperous normality".
