Abstract
[Autom. eng. transl.] Public administrations assume an important role in the management of emergencies and calamitous events. They are therefore called upon to increase the degree of resilience at both the system and individual company level, intervening on the governance model, organizational routines and operating systems, and developing new skills. From the identification of the resilience factors that emerged by analyzing some empirical evidence, it is possible to derive food for thought and operational suggestions to support local administrators and public managers in the management of destabilizing (unforeseen and unforeseeable) events. The involvement of stakeholders in the various phases, from risk prevention to recovery management, is a condition for an effective approach to emergency management.
