Abstract
[Autom. eng. transl.] The institutional reforms seem to be the main route through which to overcome the economic crisis, so that the legislator seems to move in a perspective of reducing public spending rather than rationalizing and enhancing the system of the autonomy system. The implementation of the Fiscal compacts, through the constitutional law of 20 April 2012, n. 1 and the law n. 243/2012, has led to a significant reduction in the areas of financial autonomy of local authorities and regions. Not otherwise seems to have to read the Constitutional bill from which emerges a decisive extension of the legislative powers of the State, especially in the area of social policies and personal services. The contribution wanted to investigate this last aspect, verifying the effects that the budget constraints and institutional reforms have on the regional and municipal welfare system.
