Abstract
[Autom. eng. transl.] The contribution outlines the "area of freedom, security and justice" of the European Union as an objective and a shared area of competence of the competences of the Union and the Member States. It evaluates the methods of exercising the right to free movement and construction of a European penal area through the so-called criminal judicial cooperation, the powers of action conferred by the Treaties of the Union to the institutions of the Organization as an exercise of a mainly indirect criminal jurisdiction, but also (hypothetically) direct. Finally, it considers the values and principles of the Union and of the Member States in the exercise of normative competences concerning criminal matters.
