Abstract
The article examines the Guidelines for the digital transformation of the PA in terms of inclusiveness, with particular regard to accessibility and comprehensibility. The analysis also intends to verify how much digital services, which will increasingly replace traditional ones, meet the needs of non-EU foreign residents. Criticalities and good practices are illustrated by examining some characteristics of the site of the Municipality of Milan.
