Abstract

[Autom. eng. transl.] The grant concerns the examination of the request for autonomy put forward by the Emilia-Romagna Region, in relation to which on 28 February 2018 the preliminary agreement was signed regarding the agreement envisaged by art. 116, co. 3, Const., Followed by the draft agreement of 15 February 2019. Beyond the doubts on the continuation of the path undertaken by the Gentiloni government and by the first Conte government (although the program of the new executive foresees the completion of the process started) , it is believed that, instead of reasoning by subject matter, differentiated policies should be identified based on the specificities of each regional territory. To have clear ex ante the objectives to be pursued, calibrated on the single realities, would in fact mean to fill the concept of asymmetry with meaning, finally making art. 116 a tool for rationalizing ordinary regionalism.
