Abstract
[Autom. eng. transl.] Telecommunications have long been considered an essential public service pursuant to art. 43 of the Constitution. Which legitimized the management reserve in favor of the State. The evolution of technology and the community principles on competition and services of general economic interest have broken the monopoly system of the State, allowing private access to the telecommunications market. The contribution examines the delicate transition to the liberalization of this particular sector.
