Abstract
[Autom. eng. transl.] Introduction. The “Guidelines for evaluation and
risk management for water safety in systems
of internal distribution of priority and non-priority buildings
priorities and in certain ships under the Directive (EU)
2020/2184", transposed with Legislative Decree 18/2023, published
within the ISTISAN REPORT 22/32, allow
to evaluate, identify and monitor potential sources
of chemical and microbiological hazards related to the system
water, as well as developing inspection or audit programs
for specific parameters, such as lead and Legionella,
also recognized within the Legislative Decree. 81/2008 between
compounds and biological agents for which surveillance is envisaged
healthcare.
Goals. The Guidelines are intended to be a tool
to implement adequate management and control measures
of the risks associated with the internal water distribution system
to buildings, starting from the "priority rooms" subjected to them
to regulatory obligations, i.e. large properties
with numerous users: hospitals, care facilities,
ships, stations, airports, etc.
Methods. In an initial phase the guidelines were
drawn up by a multidisciplinary group of experts in the sectors
of water, health prevention, hygiene and health
public, and plumbing systems. Subsequently, in order to
ensure the adequacy and sustainability of actions e
of the recommended control measures, was conducted
a discussion with third sector experts. On the base of
an overall risk analysis have been defined
five building classes with different adoption priorities
adequate risk management and control systems: priority
(classes A-D) and non-priority (class E).
Results. The Guidelines allow you to identify
the “priority rooms” in which risk assessment and
management of water safety in distribution systems
internal is made mandatory pursuant to Legislative Decree
18/2023 and describes the related management and control systems
of the risks to be applied. For the structures listed in
class A (hospitals and inpatient facilities) come
identified the elements necessary for implementation
extensive implementation of specific Water Safety Plans
(PSA). The PSA Principles guide the development of
self-monitoring plans for water systems for buildings
and ships classified in Class B and C. For buildings in Class D, the possible adoption of adequate measures
control and safety is subordinated to the results of a
hygienic-sanitary verification plan aimed at obtaining,
through in-situ measurements, sampling and analysis,
priority information at least for parameters such as
lead and Legionella. For class E buildings, not subject
to the obligation, is recommended on a voluntary basis,
mainly in the case of the presence of fragile subjects,
the implementation of a control plan, as indicated
for structures belonging to classes B or D.
Conclusions. Identify and prevent the numerous factors
causes that can contaminate the water intended for use
human consumption with consequent health risk is
necessary to ensure safety in the workplace.
The developed Guidelines constitute a valid tool
in support of the RSPP and the Competent Doctor
which, as indicated in article 2 of the Legislative Decree. 81/2008, collaborates
with the Employer for evaluation purposes
of risks.
