Abstract
[Autom. eng. transl.] 2021 was the year of the start and the first implementation of the National Recovery and Resilience Plan (Pnrr), the set of projects and investments that the Italian State intends to carry out over the next five years and which will be financed almost entirely by the European recovery fund. These are resources made up of non-repayable transfers or loans granted at a subsidized rate and the disbursement of which, precisely because of these characteristics, is subject to some forms of conditionality. It is for this reason that the NRP establishes milestones and intermediate objectives, with the respective deadlines, which must be achieved and then verified.
In these pages we briefly present a methodological proposal for monitoring Pnrr projects and mention, in an instrumental way, a possible ongoing evaluation process. This is an open proposal, because it is not intended for professionals in the sector or institutions, which can rely on elaborate but often too technical scientific methodologies, but for individual citizens and associations that operate by focusing their attention on specific territories or themes, or even on entire communities interested in their own well-being.
