Abstract

[Autom. eng. transl.] Many cultural and social issues, as well as organizational and management issues, challenge the possible ways of implementing the EU directives. The promotion of development, of human, social, cultural and spiritual capital, that is of intangible assets that are the primary resource in situations of both growth and crisis, remains a fundamental junction to avoid bureaucratic drifts, the perpetuation of inequalities between different groups social, the accentuation of the distance between apparatuses and citizens. Knowing, exploring the various fields and levels, reading and analyzing experiences, comparing strategies and models with practices, constitute the service that scientific research must make available to decision-making roles, orienting them but also urging them to remain attentive to everyday life, offering horizons of breath and a visionary vision but never sacrificing the respect and promotion of every citizen and every single person.
