Abstract
The paper reviews the European experience of monetary unification with the purpose of highlighting critical issues which are relaevant also for the project of West Africa monetary integration. The delicate issue of designing the institutional architecture of a monetary union, including monetary fiscal and financial supervision and regulation, is addressed, suggesting that an 'incomplete' design can be sustainable when a strong sense of commonality is present.
